There are different industries that offer this certification. It is designed to provide a standard of quality for the customers. It is a means of tracking and taxation.

Each new vendor is sent or expected to collect a "Vendor Certification" form to complete, sign and return. This form is a method of collecting tax information for the IRS (or other relevant government agency) and other information that the company or industry is required to report.

Some industries require companies to become certified to ensure good and regulatable working practice is followed.

It can cost the individual company tax penalties or cause various violations if anyone who should is unable to report this information in a timely fashion.

I read about vendor certification of MS Windows System Support, Cisco knowledge – LAN / WAN and Wireless.
in IT vacancy postings In this context I assume vendor is the course provider So if I quote the vendor (course provider) of a PM course (project management) in my resume, am I right to say I have vendor certification from the course provider through a completion certificate?

This is a certificate issued by the vendor, of the item.

In aircraft industry any thing installed in an aircraft must have at the least Vendor's certificate stating that it meet the minimum air worthiness, requirements.

I think you should really look more into what career path you desire. If you're into network security, I 'hear' the CISSP certification more often than CCIE security, probably because it's not vendor specific. However, the CCIE security doesn't mean it's any worse. If you're into the general networking field, CCIE is a great choice.
