There are many variables that must be taken into account.
The average amount of saliva per lick (in ml).
The pH of the saliva.
The volume of tootsie pop (in cm cubed).
The average viscousity per cm and the amount of saliva (with regards to its pH) that it takes to dissolve each cm.
The square area and abrasiveness of tongue and force applied to the tootsie pop.
The effects of degradation of the aforementioned on per area of tongue.
All else equal.
Make an equation out of the above and there your answer.
