Yes you should go over there with a Filipina lady, and Cebu is the Queen of the South Philipinnes:

Cebu - Queen Of The South

It was in the province of Cebu that Ferdinand Magellan first set foot in Philippine soil back in 1521. Even before the Spaniards came, trade with the Chinese already flourished in the province. Prosperity has continued, and today, Cebu City, known as the Queen City of the South, has become a thriving, highly urbanized center that comes second to Manila’s bustling metropolis.

Only a few minutes away from the city are numerous white sand beaches, crystal blue waters, and swaying palms, making Cebu a perfect destination for both business and leisure. Mactan Island is a coral island and famous scuba diving and beach site. It is also the site of the Export Processing Zone. Malapascua Island is endowed with white sand beaches and crystal clear waters, and the west coast is ideal for swimming and snorkeling. The sleepy little market town of Moalboal was one of the first places where scuba diving caught on in the Philippines. From here, you can dive straight off Panagsama Beach, which is home to an extraordinary array of coral, anemones, sponges, and a swarming host of brightly colored reef fish.

Olango Island in Cebu supports the largest concentration of migratory birds found in the country. These birds migrating from Russia stop here en route to Australia

We took the bus up to Maya and hopped a boat to Malapascua Island, a very small tropical island, with a fishing village on the other side, but has a nightclub, several small hotels, and restaurants on the resort side.

We also took the bus to Moalboal, another small resort town with plenty of fun activities, including wonderful snorkeling or scuba at Pescador Island just offshore or White Beach down the road a ways. We also went up to the Pasay Caves, full of bats. There's horseback riding, motorcycle rentals, bike rentals, restaurants, hotels, and nice scenery there.

- vacation in Costabella Beach Resort in Mactan, Cebu (their place is soooo nice and provide very affordable package)
- celebrate Viva Sto. Niño and visit the Shrine of Sto. Niño
- go to Tabuan market and buy authentic and cheap danggit
- buy ripe mangoes!!!
- buy dried mangoes from RMN factory
- look for nice guitar, and probably buy one

I had been to Ceby City 2x. It is just like Manila! I had checked in Waterfront in Lahug. There are bars just across where you can dine in & enjoy.
Plantation Bay is nice. You can shop at Gaysano Mall. Go to the market for dangit! & other pasalubongs!
The churches here are one of the oldest in the Philippines. Beware, there are alot of street children begging. Dont forget to bring a hat or umbrella , it is too hot over there.
Ask where Shamrock is, it is where you buy otap. There are stores which sells dried mangos at cheaper prices.
Try their lechon!

Ac had some fantastically sturdy solutions, yet he forgot to point 2 significant issues: procuring and nightlife! For nightlife = VUDU, for procuring = numerous judgements (i.e. Ayala, Mango sq., etc.)
