well, if he was mentally challenged, then I guess I'd have to.. But if he looks normal, and just wanting attention of some sort, no.
Well, this might sound dumb, but if he seemed interesting... maybe....
Who am I kidding, I don't think anyone would offer me a hug, unless I made them hug me, but I'd be too afraid of their facial expression while we would be hugging.

It depends. If he's crazy war vetran hobo man then no.
If he just looks like some normal guy then why not (but the first thing I do afterwards is check to see if I still have a wallet)
