The Tampa Bay Devil Rays haven't won a world sieries, the Washington Nationals haven't one a world sieries. It isn't good for the team as a business. The cubs haven't won in like 98 years but they sold out almost every single game!

Nothing! Except if they are really bad the league might make them switch locations (like the Expos.) In fact some teams haven't won any (see other answers.)
