The problem is with the words minimal and minimum. Minimal refers to the quanity or wordiness of the answer and minimum refers to the number of answers given or the smallest amount.

The first one if these are my only choices. Both constructions are awkward. I would write it like this:

The quality of Jack's writing is inconsistent because he sometimes minimizes his answers.
