this is en regard to revenge. You have to be willing to let somebody else say something regardless of their language or position unless you figure the person is about to hurt themselves or somebody else offline.

It is hard to know what you mean. Do you mean you wish to rant about someone and include threats? Do you mean you wish to rant about yourself and include threats?
In either case, reporting it via yahoo answers only gets you a written slap on the wrist. A notice saying don't do that again.
Why don't you just spend your time thinking happy thoughts? You'll live longer.
