I've had quite a lot of experience with this. You need to talk to some people and see who's most interested in the kind of music you want to play. Someone might seem mediocre now, but after you start playing together you will improve beyond belief. Just look around for someone who might be interested. Ask them directly about joining the band.

I don't know what age you are, but if you are college level, a lot of times a poster with your info on it posted in the music building can help out. For example your name and number/e-mail, what kind of band you are trying to put together, what instruments you would like, the kinds of songs you play, etc. There are a lot of musicians in college looking for people to play with. Give it a try, I think you might find this to work! Good luck with your band!

Post an ad in a local Music or Entertainment Magazine. Big city papers usually have a section or mag devoted to local entertainment.

You should get approval from your town and host a audition for the band spots. Post up fliers around your town.

more than advertising, look for the yourself. go to place where there is talent... school -- talent nights, shows... music bars... little town contests... parties... and all scenes related to music... :) believe me it's everywhere...
