You can learn to do ballet at age 13, but you most likely will not be a professional. I'm sorry to be harsh, but the ones accepted into companies are training at pre-profesional levals by the time they are 13.
If you would likle to learn basic steps though I have two thoughts
1.) take a class. You will not get the corrections needed for correct tecnique over the internet.
2.) Though you said do not suggest American Ballet Theater, if you are set on learning through on line, they are excellent. ABT is one of the best ballet companies in the world, and their online education link includes pictures, descriptions and everthing else you might want to explore before taking a class

Good luck. I hope you enjoy dancing. Ballet is wonderful, and don't be discouraged, to love dancing does not mean you have to be a profesional.

Sweetie, if you are serious about ballet, the internet is NOT the way to learn. You must have a good instructor, she will be certain to make sure you do not make mistakes. There is way too much to know to learn it on the net, I promise. Learning about exercise that is good for stretching, etc., is okay to learn, but never ever would I attempt to dance ballet correctly without a good instructor. Also, no you aren't too old, but you would have to practice at every opportunity and take it very seriously if you want to get anywhere dancing. It is very competitive out there and many good dancers are ready to beat you. You must be the best! Good luck darling.

You can never be too old! I don't know any websites, but sign up for some classes. Before they begin, practice some warm-ups like the butterfly stretch, touching your toes sitting down, and leaping. Try piquing (put your left foot at your right knee), doing arabeths (hopping on both feet to the side while your arm extends), and some more basic ballet steps like chasses (just galloping to the side) and spinning around with your arms over your head. There are many videos/DVDs to watch. There's one called "I Wish I Was A Ballerina" or something similar, that involves a magic mirror, a girl who loves to dance, and a crazy but helpful guy from the mirror who takes the girl where she wants to go.

To learn ballet you must take ballet classes. You must watch your ballet teacher and the other students. A ballet teacher is not available online to watch you if you make a mistake or to make corrections when you do something wrong. The teacher must be able to determine if your feet have the correct placement for each ballet position that she demonstrates. What do you expect to gain from online ballet classes?

You are never too old.

And thirteen for ballet? If you wanted to join a ballet company later in life, you might have to work really really hard.

You should check out lessons at your rec. center. Look on-line for other classes in your area too. When you call them and explain to them, they might be able to refer you to scholarships or teach you on a sliding scale.
