it is one side of your triangle and / or rectangle, nothing special, usually it is the horizontal side

Since this is in Mathematics I assume you're referring to base as in the base-10 numerical system, not as in the opposite of an acid. In that case, the base is the number of digits in the system. So the base-10 system has 10 digits, 0-9, and after that you have 2-digit numbers. the base-2, or binary, system has two digits, 0 and 1.
