You don't.
Either the government submits a white paper to be voted on in the house or through court proceedings a judgement is made that changes or introduces a premise for one.
There's probably some way but the above is all I know about how laws in the UK come about.

What country?
At what level of government?
What branch of government?
Grass roots, executive orders, judicial interpretation, bills, amendments... ???
In the US at every level of government there are ways to make laws. Even the interpretation of a law or series of laws can create new laws, such as privacy rights. There is no right to privacy in the law books, it is interpreted by the court through constitutional amendments and previous case law.

Depends on the level of government.
At the state and federal levels, you usually need an active member of the legislative body to draft a bill, which would then go through the committee process in their House of the legislature, then to the floor to be voted on, and then to the other House to go through the same thing. If the bill is changed in either House, a committee must meet to reconcile the differences before it goes back to both Houses to be voted on again. If it passes through all that, it goes to the Chief Executive who can sign it or veto it, which can be overriden by the Legislature.
At the city level, depending on the city, it can be presented in Council and voted on.

You dont, you have to convince a member of parliament that what you propose is in the public interest and ask them to put forward a private members bill and try to get it onto the statute books. Takes a long time too.
