It depends on the style you're looking for. If you're looking for something a little different, definately go thrift shopping. It's not just old old clothes, they have AMAZING stuff for SO little. I got a homecoming dress for 18$ once and it was amazing. If you are close to Chicago, I suggest Bellmont & Clark. You can take the L and there are LOADS of shops. Otherwise, if you're worried about price, Khol's and Penny's has great stuff for real cheap. It may not be complete quality but it looks great and it's reasonably priced. Just go to a mall and look in places you've never been in before.

Ebay is a briliant site for buting fashionable clothes, but watch out, some of them sell cheap knock-offs.

you can try forever21.com if you like trendy styles that you can easily dispose of next season or so.
bebe.com is good- i love their style but their prices are alittle high.
