I've just started biking.. and my helmet looks really big on my body, I'm not big.. 5'8. So.. do the external dimensions of helmets vary? would a more expensive helmet made from more sophisticated materials be smaller in external dimensions? or are they much the same?

Yes, they are different sizes. Try different brands. More expensive helmets tend to be lighter, although not always.

Yes some of the more expensive helmets do have 2 or 3 different shell sizes depending upon the head size S / M / L . although these may be expensive you do get what you pay for . The best advice would come from a bike shop where you could get help to choose the best one for you.

The quality of a helmet may not be determined by it's size, a bulkier hem lent may be lower quality materials and need more of them to have the same impact resistance as a smaller helmet made of better materials.
