You can do it on photostory 3 from microsoft, which is free.
Photoshow Express is also free. http://www.simplestar.com

However, if you really want to make a cool video out of them, I highly recommend ProShow Gold. It costs about $60, but it's well worth the money!!

I spent two weeks searching for good, but affordable, programs for this purpose, and bottom line is that while the free programs (and there are lots of them available, check out downloads.com), will do a basic job, that is about it. Even as lot of the commercial programs aren't really worth the cost, as far as being able to really configure the video result. I finally found ProShow Gold, and so far haven't found a better one in the under $100 price range.

You have to use a program like windows movie maker. Open that program up and import the pictures you want. You will be able to add music and titles if you wish. If you want to make it a DVD then you must have a DVD burner otherwise you can burn it to a CD which can be played on a computer.

There are several ways to do it. I, personally, prefer Windows Movie Maker. It makes high-quality video, and lays out everything very simply for you to use and figure out.
