I don't know what freecycle.com would have in your area, but it might be worth a try. They sometimes have all sorts of fun stuff, and may have fabric in some areas. Old bedsheets or tablecloths from a thrift store make great practice fabric or pattern fabric (if you're learning to make your own patterns, that is.) Even some types of old curtain fabrics work well for this. It all depends on what you're practicing making, of course.
Let it be known around different places you go -- especially church, if you go, where you may meet people who are of or just past sewing age -- that you are learning to sew and would accept donations of usable fabric. If you do that, though, be sure you graciously accept whatever you're given! Many people have a sewing closet they'd love to 'thin.' Of course, most folks who sew are women, so be prepared to take a little good-natured ribbing.
Don't forget to check out eBay's fabric department. You can refine the search to include only inexpensive fabric. I do that all the time.

Sometimes you can find fabric in thrift stores but you can find really inexpensive fabrics at Wal Mart. They usually have a table with fabric for $1.00 a yard and some of it is really nice. Plus the next price up is $2.00 a yard. I'm sure you could find something you could afford either there or at JoAnn's or some other fabric store when they are having a sale.
