there is plenty to talk about EMS, so lets talk about things you have mentioned, there response times are within 4-8 minutes in most places in bigger cities, traffic, distance may slow this down a bit, funding is simple, they bill the insurance! they need reliable income to pay for the employees, more questions, just ask, good luck
