Depends on the kind of work. There are jobs that pay $15/hour, and then there are jobs that pay over $100/hour plus equity in the client's business...

Programming is like anything else. Rates vary. Your chances of getting a good programmer to work for one hour is pretty small. Programming just isn't that sort of pursuit. There are communities where you can find programmers, for example, the forums for http://www.phpfreaks.com has a freelancers forum. You can post a message there for free stating what you need, and programmers who are willing to do the work will contact you.

Without a long-term commitment, I'm guessing $100 and up.

If you offer a good number of hours it would fall to $50 an hour perhaps.

You might post your question to a forum where such people hang out and see what offers you get.
