The most sparsely populated state was Baja California Sur as of about 10 years ago. A very sparsely populated town would be countryside--so I'm thinking you meant state. I would assume that the most densely populated city would be Mexico City.

Your question has no answer.

You are confusing two different concepts here:
1) population
2) population density

"sparse" means low population density. You could have a very large population, but a low population density if that population is spread over a large area.

Another problem with your question is that you refer to towns or cities, but the lowest populations are probably found in what are better referred to as villages.
