First, you need to know exactly how much power your student council has. Typically, student councils can approve suggested school policies---only for the principal to nix them.

I'm sure many others will say that popularity matters, but if you can zero-in on a few key issues---and make it plain to students--you should be successful. Obviously you probably need to have lots of signs--but think of something totally creative that no one else will do.
