I assume you're having trouble inserting it properly. I had similar problems when I was young. I'm not entirely sure if it was my hymen (it's possible) or the position I was using when I was inserting it. The position for insertion that finally worked was squatting. I had been sitting down, and found that kind of squashed things down a bit. Try squatting and relaxing your muscles by breathing into your lower back. If you're using a plastic applicator tampon (probably the best for beginners, but terrible for the environment) wet the end to get things started, or use some KY jelly. No vaseline, that's bad stuff.

maybe you just feel that wearing a pad is more comfortable, i certainly do. are you inserting the tampon correctly? do you experience pain if you use a tampon? if they are not inserted correctly, they can be very uncomfortable, if inserted correctly, you won't even notice it. i generally only use tampons if i'm going swimming or wearing certain clothes

have you ever tried using tampons?
why "can't" you use them?
are you scared?
if you feel more comfortable with pads, that is perfectly fine.
a lot of woman choose not to wear tampons.
just personal preferences.
it is all up to you, and yes it's perfectly normal.
