Well Most Of The Times It Depends On What Type You Have. But You Can't Turn It Off Because If You Turn It Off Then You Would Have To Re-install It.

Your question is not clear, normally a router runs all the time as would your modem, but if you want to turn of when you are not using it, just unplug it, but plug it back in again BEFORE you start you computer

sounds like your pc is set to power on by lan. you need to disable this in bios setting but first you will have to turn off your router. restart pc press delete while starting and go through seetting menu until you find power on by lan and disable it.
