As everyone else has already said, 18 is the minimum age for getting a license.
If you already have one, and you come from Australia, New Zealand or England, you don't have to do any testing at all. Just submit your license and pay about 3000 yen at the drivers center. They will test your eyes and then issue you with a Japanese license. But these days, Americans and Canadians, have to do a driving test, because they drive on the right hand side.

18 years old. There are two major ways for Japanese to obtain a driver's license. They can study the books and challenge the written test, closed area driving test and the public roads driving test. The other method is to attend a driving school. After passing the driving school, it is a matter of applications and paper work. People who have lived overseas and obtained a driver's licesnse of that country, can apply for a gaimen kirikae. If Japan has a reciprocal driver's agreement with that country, it is a matter of paperwork to obtain a Japanese driver's license. For all other cases, one must pass a 10 question test and pass the closed course driving test. Teh 10 question test is simple and easy (English). The driving test is strict and difficult.

18, and it's not exactly an easy process to do unless you live in a place where Japan has made an agreement you let drivers drive without taking an exam. (USA is not one of those places.)

18 I think it is, but about 99% of the people just ride their same looking silver bikes around as cars are way too much trouble and expence over there
