yes it's illegal to date a 16 year old when you are 19 cause you are considered as an adult by the age of 18.

Most Americans think 18 is the legal age (they've watched too many episodes of Law And Order!) - in fact, in most states (but not all) now the legal age for consent is 16. In those states, this relationship would be legal. In any case, if there is no sex involved, then the dating would be unrestricted. See the list for the US in the link below.
In other countries, you would have to address the local laws.

Usually if the 19 year old is a guy and the 16 year old is a girl and you have sex willingly, and then the 16 year old partner does not like you any more and decides to tell the cops, then that obviously is counted as rape. However if you plan not to have sex, it is not illegal. You just have to be extremely sure that your partner is not going to turn you in. Even if they get hard feelings.

No, it's not illegal to date a 16 year old, but at 19, you're considered an adult and she would be a minor. So if you have sex with her, that's statutory rape, and that's illegal. What's more, you'll probably end up in jail. So go ahead and date her if you wish, but keep your zipper zipped and your hands to yourself.

no. they just cant have sex until the 16 yr old turns 17, which is the age of consent. at least in NY.
but, the law also says there is a 3 year rule, wher if the ages do not differ more than 3 years, it is legal. so it should be ok.
in any case, it is not morally wrong.

Call your local District Attorney's Office. In some states, you'd be in trouble. In others, you wouldn't. Since the age of consent varies with every state, you might be in serious trouble if you start listening to the legal advice of people on this board.
But your DA will know the answer. And to be as safe as possible, get their answer in writing.

They can date all they want, it is having sex that will put the 19 year old in jail.

Yes, in the US, you are not considered an adult until 18, therefore at 16, you are not able to make your own LEGAL decisions and the 19 year old is committing sagitory rape.
