It depends on where you live. Some states have same day (election day) registration while others have a cut off days or weeks before. You have to check with your local board of elections.

Depends, you can still vote in your last hometown, if you get an absentee ballot, or go there election day.

There is a time limit (don't know what it is) that you have to change your address.

if you moved into a new house and a new city or state you have to fill out the paper work to state that you moved to the new house and city
