I was at PETCO today and the cashier informed of a new policy at PETCO that you must be 18 or accompanied by a parent to purchase crickets or feeder mice. What's the deal with this policy?

Mainly because feeder mice/rats/crickets are a touchy thing. Feeding pets other pets is illegal, and only allowed to people who have pets who need those things to survive.
Adults/parents tend to be more mature in other adults' eyes, so when you were not allowed to buy crickets, it's because you could do something inhumain to them or, like the other guy said, use them for living vandilisme. Parents clearly wouldn't go along with that prank kindly, so they wouldn't attempt to buy them if they didn't actually need them for a pet.

Probably to make sure that kids don't buy a bunch of crickets to let loose in their school, play a prank on someone, etc.

Maybe they think that you'll try to use them as a new sort of grafitti.
