For example: Micheal Finley is on Dallas' payroll and San Antonio's. Dallas is paying him 17 mil even though he doesnt play for them. Why is that? How is it that they have to honor his contract?

Exactly right.... sometimes, as part of the conditions of a trade, the player's former team will agree to pay a portion of his salary, while his new team pays him the rest.

It has nothing to do with the player, in the sense that he has no say about who pays him... it's just whatever the clubs agree to when the trade is made.

If a team makes some bad deals, they can sometimes end up paying millions of dollars a year to players who are not even in the league anymore, because of careers ended prematurely by injury or other factors.

Also, even though a guy is still being payed by his former team, it doesn't count against the teams salary cap, and that's more important to teams anyhow.

They bought out his contract. Just like Jalen Rose will be paid by the Knicks and Phoenix this year.
