power = V x I
= 110 V x 12 A
=1320 watts
or 1.32 kw

cost = Power x time x rate
= (1.32kw) x (0.5 hours x 31 days) x 0.13/kwh
= $2.66
the answer below me is also correct, just depending on how many days you consider to be a month

Power = current x voltage
= 1320W
= 1.32 kW

Assuming 30 days a month
30 x 0.5 = 15 hours a month
1.32 x 15 = 1.98 kWh

Cost = 13 x 1.98
= 257.40 cents
= $2.57
