Do Elodea plants carry out photosynthesis and cellular respiration at the same rate?

According to the lab experiment we performed, carbon dioxide had to be introduced in a solution to make it more acidic and then the plant was submerged and placed under a light source to act as photosynthesis process. This process takes quite a while, however cellular respiration was already taking place. So I'm thinking the answer is no.
