A government is a body that has the authority to make and the power to enforce laws within a civil, corporate, religious, academic, or other organization or group. In its broadest sense, "to govern" means to administer or supervise, whether over a state, a set group of people, or a collection of assets.
The word government is ultimately derived from the Greek kybernan, which means "to steer".
Typically, "the government" refers to the executive function. In many countries the government refers to the executive branch of government or a specifically named executive. E.G. Tony Blair or George Bush.

Those that think we have to work for them instead of the other way round, always got their snouts in the trough whilst thinking up new ways to screw the masses, so as to enable them to keep doing it. Think that they are better than us and no one who isn't in government is a low form of life. Well we can't be up to much as it was us that put them there in the first place. I could go on but I'm getting bored now. Time for a revolution me thinks?

What makes you think ONLY Republicans do that? Plenty of liberals, lots of them, think the same way. Many of them think every policy they disagree with is unconstitutional, and will argue about how the Constitution was designed to prevent government tyranny. After all, think about Roe v. Wade.
