Get used to it. Your Dad would know when it's time to start...he was your age not long ago. People rarely notice anything to do with shaving, and in fact guys often get a funny look when they shave off their moustache.....people look and say "there's something different, but I don't know what." Your face will not look weird and stubbly if you use very good quality razor or blades. Avoid the cheap brands and don't press too hard. It will grow back overnight anyway, and in 2 days you will have that popular Hollywood look. Welcome to manhood, and take your Dad's advice on guy stuff for sure.

Shave! Nothing makes you look like a punk than scraggly teenage whiskers. Get a good razor, I recommend gilette good news. One will last about 5 shaves. And Barbasol foam, it is $1 and it doesn't have a bunch of crap that burns and stinks. Don't use aftershave. Be sure and rinse good after and never touch your face with your hands, it makes pimples. every day for 55 years no pimples.

They're going to notice if you don't shave it, too.
If you really like having a beard/moustache/whatever, tell your dad you want to keep it around for a while longer.
There's always a way to get rid of stubbiness too, if you use actually shaving cream and shave (nearly) everyday.

Start shaving. Nothing is more disgusting than a boy/man with that wispy baby stubble.

Shave man shave! I have guy firends who can't grow beard or moustache and they have this thin hair. Its thicker than peach fuzz but no where near a beard or moustache. I much prefer it when they shave it. They look well groomed. I like it and so do the other girls. Peach fuzz is a turn-off.

Your dad has been in your shoes, too. He knows. Tell him your concerns, but let him know you'll listen to him. Always keep the communications channels open. That's how you'll gain his respect for your concerns. Have him reexamine your face and see if he thinks you can wait a little longer. It's hard for us to say when we can't see you.

Simply ignore your dad. I always did what I felt best for me. You must make your own agenda. If your face is not that bad - then carry on. I love that pubescent look - everyone loves the youngish look, trust me. Be polite to your dad, but simply ignore what he demands.

May be your dad wants you to look younger. You could just trim it. Shaving will not hurt either.

Better to be stubbly than looking like a kid who can't grow a beard yet
