I am presuming you are visiting the USA for the first time and will indulge. This is a very diverse country and people visit from everywhere. Most public toilets provide courtesy seat covers for convenience, some women from other countries are unaware of their purpose as they do not have similar facilities. Wet seats are caused by "squatters" who hover over the seat rather than sitting as they are not used to the facility we have here or the TP cover technique. Hope this cleared things up.
Hmmm: maybe travel guides should include toilet etiquette to prevent this in future.

I don't pee all over the toliet seat no matter what country I'm in, and I'm an American woman. And I can think of only a few times in my life where I've had to clean up a toliet seat to sit down -- even in rest areas and truck stops. So maybe you need to consider hanging out with a better class of people, or learn to use a bit of toliet paper to clean up the mess before you sit down?

What ghetto are you from? In America there are paper seat protectors.Maybe the Polish pee on the seat but use the protectors to wipe it up instead of using them before they pee.

I don't pee all over the toilet seat...so I wouldn't know....and I've never been to Poland so I wouldn't know about their paper.

Because when out in public American women become germophobic and will squat and hover over the toilet seat when they pee, therefore peeing all over the seat.

the pee on the seat in public restrooms is due to the fact that no one wants to sit on the toilet seat due to germs and people peeing on toilet seats.

Please forgive my compatriot's lack of rozmiania... Unfortunately, public restroom etiquette isn't what we're famous for. Jest skoda ze tam nie wyszcy rozumie ze swiat jest duzej niz americe. bardzo przypraszem...

My personal opinion though... Polish girls (ok, ok - people...), etiquette and style would be a great place for a lot of people to look up to.

Honest question though ladies... why don't you clean up after you've done the do? It's only considerate, and think of it as if a guy left the seat up... outrageous!
