Thrift and consignment stores are good places. There are also many sites where you can get really pretty formal dresses for very little. Also try e-bay.

you can go to the mall and try D.E.B. they have a lot of cheap clothes there and they sell prom dresses and other dresses too. you can also try sears and jcpennny, you just gotta go to the clearance section to find some cheap but nice dresses.

I don't know about websites....but check out the thrift and resale stores, ESPECIALLY the ones near prosperous neighborhoods.
Picking up classic clothing---all-wool skirts, gorgeous sweaters, etc.---very little wear----for about $2 US each, and some of the better dresses were WONDERFUL. (Unfortunately, I'm "built for comfort, not speed", so my size choices were limited.....sigh).

there is this store called crossroads trading co. and it has some really cute dresses. i got this nice black dress with the tag still on it for only $2.50 from there. i don't know the site though.
