It's a solvent you can use to tidy the edges of the varnish up when you're applying it, to clean any spills, and to refresh the varnish when it starts to go thick and gooey in the bottle.
It's usually made with ACETONE, and it can clean other things as well. Some stains can be removed with it.
Unfortunately, a lot of the things you might spill nail varnish on, or stain, will melt or blemish when you put acetone anywhere near them. You need to read the bottle really carefully before using it.
Another contra-indication is the strong smell that the stuff gives off, which can give some people a blinding headache. It's flammable and should only be used in a really well ventilated place.

it's to thin the nail varnish as some are really thick if not used a lot
