The song is called "I'm a Wigga." I originally thought it was by Weird Al but it isn't. It begins with the song from Pac-Man and it sounds very much like Weird Al but it's not him.

A British rap songstress named Lady soverign has a song by that name. www.myspace.com/southparkjew. also has the song, you can listen to it there and maybe find out the artist who sings it The band M.O.D. has a song called Wigga. Hope some of this helps.
