If it is a multi-unit dwelling he can come by and be in the common areas all he wants. He can drive by on a public street all he wants also.

I can see how that would be totally annoying, but you really can't do much about it. Maybe he can't stand his situation at home and just wants to be away from it and doesn't have anyplace else to go. Some guys sit in bars, others find a place to park and listen to the radio or read the paper ... this guy likes being in the driveway.

He isn't bothering you directly or trying to come into your place, so I would just leave it alone.

If he starts harassing you or wants to be let in to your place without a good reason, then you have rights that you can enforce ... but from what you say he really isn't doing anything that he doesn't have a right to do (unless the fireworks are illegal where you are). If you have kids and understandably don't want them around fireworks, you have every right to ask that he not do that again.

Although he can come by whenever he wants, he may not engage in disturbing the peace (fireworks) or should he get the notion, insist on entering the premises without permission (except in an emergency, like fire or the plumbing flooding)

Contact the Renters Associaton in your area. You might find it in Yellow Pages.
