Roofing felt is what will keep things dry if you lose a shingle or have some other problem. It is cheap, and I would not omit it.

yes roofing felt gives the shingles something better to adhere to under a steel roof it provides an additional moisture barrier

Determines if ya are putting shingles on or not. And really, felt is cheaper by the roll than a tar-roll. Personally, I prefer the felt over tar, because tar will get messy and sticky quick out in the sun.

I was told years ago they didnt use it because it conflicted with the shingle material, but since then my roofer has told me EVERY roof should use it! and NO it is not the material that keep s the water out...but it does help if you lose a shingle
