You're making three faulty assumptions when you say "4 people".
First, not all states currently have a Senator up for re-election. Only one-third get elected every two years, for six year terms. So, only 33-34 Senatorial seats are currently in contention.
Second, not all states are electing a governor during this election.
Third, and most important, there are not only two parties. Despite what most people seem to think. So, there may be more than two valid candiates for any one of the offices that are up for grabs.

ARNOLD SCHWARZENEGGER* (Republican), EDWARD C. NOONAN (American Independent), PETER MIGUEL CAMEJO (Green), ART OLIVIER (Libertarian), JANICE JORDAN (Peace & Freedom), and PHIL ANGELIDES (Democratic)
DIANNE FEINSTEIN* (Democratic), RICHARD "DICK" MOUNTJOY (Republican), DON J. GRUNDMANN (American Independent), MICHAEL S. METTI (Libertarian), MARSHA FEINLAND (Peace and Freedom), and TODD CHRETIEN (Green)
Interestingly, I haven't seen a SINGLE ad for the Republican candidate for US Senator...
