If you are a student, go to your high school guidance counselor. Laws may vary by state but, most (I believe) will provide work permits allowing you to work up to 20 to25 hours a week between the ages of 14 and 16.

Your school's guidance counselor will be able to direct you. While talking to them, ask if they have a job posting list from local employers. You may find you can get the permit and some qualified job leads at the same time.
