yes purchase a domain name find a web host server and then buy front page or dreamweaver and find info on line for writing HTML. You can also purchas HTML templates online to make your life easier but you still need one of the programs I mentioned before.

Yes,but I would suggest to start with a blog.It's much easier.Try Blogger.com (beta).Als for website you can find from 2 $/month to 20 $/month.But since you begin now try something free (no Geocities)
