Power corrupts, and absolute power leads to abuse.
Governments have power, and when combine with the military, that gives them near absolute power. That's why the Constitution was written. To prevent the government from abusing its power.
Sadly, in recently years, a combination of fear and complacency in the population has resulted in the govt claiming more and more power, to the point of ignoring the Constitution, just because it can.

The constitution was written so that everyone one knows the guidelines of the nation. The government's not evil, nor is the military, it's just we need to know our rights, and the government needs to respect them.

The Constitution was written to grant the Government certain powers given to them by the people.
The milatary exists to protect the people.

No. But there are bad people in the government and military. Thats like asking if a country is bad or good. There are good and bad people in every country. Usually never one or the other as a whole.

Well kind of...
It is more like our forefathers recognized that it is human nature, of males mostly I might add, to overpower or should I say, to desire to feel superior to others.
They realized that we needed a set of fair rules and guidelines in order to maintain a society of fairness and equality... a society that was not a monarchy with a 'royal family' dictating to the 'peasants'.
