u can extract them using something like winiso. http://www.winiso.com/
but if you mean boot up from the iso file, that is not possible doesnt matter what applications u have.
u would need to extract the bin files to a dvd/cd etc

you can use alcohol 120% or deamon tools, you can mount ISO files as virtual cd/dvd

I like this prog, see link, mounts almost all types of cd or dvd images. Free, but they ask for a donation...
