Two important things - how much cable did it chew, and how comfortable are you with electrical repairs?
I'll assume you are in the USA as chewing the cord overseas could have done-in your dog :-)
If the dog only chewed a small bit of the cord close to the plug, then cut the cable just short of where the dog chewed it (let's assume you unplugged it already) and take that piece with you to the hardware or DIY store. They can provide you a replacement plug suitable for repair and even tell you the tools you will need (at a minimum - wire strippers and a screwdriver unless you get a clamp-style replacement plug).
If however the dog chewed the cord closer to the television and left you nearly no cable, then you'll want to take the television in for repair as it means opening the TV (likely voiding your warranty), possibly exposing yourself to the flyback transformer (and a healthy dose of heart-stopping electricity) and likely needing to de-solder the connection from a circuit board.
Be certain if you don't seek the advice of a sales clerk that you replace the plug with the same style and voltage capacity, otherwise the plug can overheat, melt the contacts and possibly start a fire. The package will usually give a rating of volts and amps. If this is not printed on the electrical cord itself, it will be on a label on the back of your television telling you the volts/amps required to run the unit.
Good luck!

I'm not sure which "phone wire" you mean but here we go: If it is the modular cord that goes from the back of your phone into the jack in the wall - go ahead and buy another one from any store. They're cheap and the time it takes to properly repair one far outweighs the cost of a new one. If it is the electrical cord that goes to the base of a cordless phone - go buy another electrical cord. You don't want that lying on the ground with AC power going through it. It is a definite fire hazard while exposed. If it is truly the phone line that goes to your jack, you can cut both ends and expose new fresh wire ( unchewed that is ) and connect them back like for like, usually either red to red, green to green, or blue/white to blue/white, orange/white to orange/white. Do NOT use tape or wire nuts because you will eventually get static and it just doesn't work as well. Use wire connectors strictly for phone lines. These are small connectors with silicone gel in the center. You would place the wires in and press together with a pair of needlenose pliers. Then wrap the whole thing in black tape and hope the dog doesn't like that.

Depends upon your ability to cut the wires off, cleanly, and stick them into the new plug, and then close the little lever that pierces the zipcord wires.
And, your faith in cheap plugs sold at Wal-Mart or Home Depot.
And your belief in the rarity of electrical fires in homes, after the repair by an untrained home owner.

Go to a supply store such as Lowe's and get a replacement electrical plug. Hooking it up is a simple job, strip about 1/2" of the end of the TV wire and connect one to each pole of the plug.

Installing a new plug is simple, but you need to know if the old plug was polarized. If both prongs are the same size, then it's not polarized and it doesn't matter how you attach the new plug. If one of the prongs is larger than the other then you need a polarized replacement plug and you need to install the wires to the correct poles.

Sure go to Home Depot or Lowes and ask for a new plug. They have plenty and are easy to install.

If you live in the city, buy a carrier for your puppy and keep it in there unless he's eating! Buy a new plug!
If your dog is bigger than pup, then shoot it! It will chew through any newer plug, as well!
If your living in the country, put him outside!

Take it to a repair shop. If you love your house, don't risk it.
