It was first released by Labi Siffre in 1987 and then covered by Kenny Rogers in 1989 an Michael Ball in 1996

I believe it was based on Apartheid....as the video for the song showed signs for whites only beaches and shops..a lot of African influence, A big African choir sang with Labi

I remember Labi Schifri [that's possibly not the correct spelling of his name] singing it during the Apartheid years in South Africa, and when Nelson Mandella made his long walk to freedom. It has been sung many times since by many artistes.
