Because they are just lost 'soles'. LOL! Often wondered that myself. I think a lot of times, folks, for whatever reason, set their shoes on top of the car and forget about them and take off. The 'soles' will stick pretty good until you get on the freeway. Then you have to gun the motor to get on and then they don't stick quite so well. That is just my personal theory. Lol! Funny question.

I personally have not seen shoes near freeway entrances and exits. I have seen though, one time, a lot of apartment appliances next to the freeway, like TV's, a dresser, microwave, clothes, video games, etc. I guess someone got mad and kicked them out of their house and decided to leave everything on next to the freeway.

Got snatched by aliens ? seriously though, I also saw this in brazil a whole lot and people seem to cast off their shoes if their feet get too hot and just leave them in the road.

i have always asked that question my self, i really do not want to think those shoes belonged to people who had a traffic accident.
