If you have tried Drano (but I would not put that down the drain if there is ANY possibility that you have bleach in the toilet or drain), then you should try a toilet snake. If that does not work, then you will probably will have to take the toilet off. Just make sure that you have a proper ring and caulk to put the toilet back on.

if by partially clogged you mean that it flushes weakly i would check in the tank and make sure the flapper is staying up long enough to allow enough water out of tank.or the tank water level may need to be adjusted up(just don't adjust above top of overflow tube).if flapper chain has a float on it move it down the chain a little bit.if it's not the tank the toilet will need to be snaked with a closet auger or pulled up.if you have to pull the toilet please do not caulk around the base when you put it back down.if there's ever a leak at the wax ring your floor will be rotten before you see the leak.

check in your basement under the toilet for a clean out. stay away from the "drainos" they are very hard on a plumbing system. you can also rent a toilet auger (very inexpensive) If a plunger won't fix it, chances are you have a blockage from the floor flange down. If your tub/shower & sink drain OK then it is only in the toilet arm.

The only tried and sucessfull way, is to remove the bowl, see if line is clear, if not you have a better position to work at. The clog may be in the bowl itself such as a small toy, plastic bottle, etc.

there's a tool called a "snake" you could try. Its metal and coils down the drain, hopefully will unclog your clog.

lowes or home depot sell special toilet drane snakes invest in one if you have kids they are invaluable
