No one really "made it up." Instead, it was a word that came from regional accents being placed on standard american-english words (in this case: gangster). It has evolved into a fashion and culture term, but no more than "geek" or "prep" has done the same. Given the regional diction, I would say it evolved from the East Coast because the area is notorious for dropping the "R" off of the end of words and exaggerating the "A" sounds. (Examples: "Bahstan" for Boston. "Harbah" for Harbor).

Its always been around the hood. Rappers spread the meaning of being a true gangsta.Snoop Dogg is 1 person ppl define as a pimp/gangsta.
