i had that problem once, it needed to be shoved back in or something to get it to pop back out, either push it in all the way, or push it part way to take tension off the teeth then release it.

In that case, it has mechanically failed, and probably should be replaced!

If you should get it cleaned out, so the ports open up, it might extend outward when under proper oil pressure, but, you need to also check the feed gallery for clogging by carbon residue or sludge! The oil pressure extends it! Do you have oil pressure?

Are the 'lifters' noisey? If they are, then there is a blockage of lack of pressure to the head.

Always follow the symptoms, and get to the root cause of the trouble.

That's a 2.4 liter. You don't just reset it. The tensioner is a ratcheting type, that stays out once it it pushed out by oil pressure. There were problems with those tensioners, you are better off replacing it.

You don't. You might be able to get it going again, but it wouldn't have quit in the first place if something wasn't wrong. You need to replace it.
