I don't see what it could hurt. I mean, he have holidays for pretty much everything else...lol! The only potential problem (I can think of) would be that people may say "Hey...it's a holiday!" and go up to their cabins or something.
But honestly, it's not that hard to vote. I mean, it's not like the polls are only open for 3 or 4 hours. You can vote by mail, send in an absentee ballot, etc... If people care enough (which they should, because it affects every individual), they will find the time...

People in the US have many options for voting that already make it easy to vote.
Voting precincts are open 7am to 7pm
People can vote early in many areas, even on Saturdays.
There is also the absentee ballot.
No matter how easy it is made, I fear that Americans have become too lazy and complacent to vote.
besides, if it was a holiday, people would have another excuse to not vote....it's a Holiday and taking time out to vote on a holiday would just interfere with the festivities of the holiday. ;)

oh yeah, do you think they would have time to vote? no they would be to busy enjoying their federal holiday.. and i find it really easy to vote. the polls open at 7:00 am i can go on my way to work. i may have to get up a little bit earlier. oh yeah i can mail in my ballot early before elections.. how hard is that to do? you have months to make that decision and put it in the mail. i can go after work. the problem isn't with the ease or dis-ease of voting it is in the hearts and minds of the voters. it is called priorities and being responsible as a citizen and putting that first before your self entertainment lifestyle.

Not sure another holiday is going to make a difference in the voter turnout. The addition of a viable 3rd party might be the ticket. Besides, I suspicion that people would rather use a holiday for their own use rather than something of this sort. Most employers are very happy to allow people slack to go to the polling places in my experience.

I used to work for a state agency, and we could take a 3 hour paid voting leave. Not sure if other government agencies do this too.

Paid holiday or unpaid? I can't imagine companies, who are mostly run and owned by Republicans, paying for a holiday so that their workers, who are mostly Democrats, can go vote.
It's not going to happen. (But I like the idea!)
