Well for a start who going to support you in the USA? the government won't. Have you got money to support yourself in the USA? your under age not an adult who going to be responsible for you there? have you got health Insurances? all these questions have to be taken into acount.

You could look into AIFS (American Institute of Foreign Studies), but I know most study abroad programs require you to be at least 18 and a high school graduate unless you are accompanied by a sponsor in a group situation.

Ask your English teacher about foreign exchange programs through the school, etc. You can find host families you can stay with in the U.S., and maybe your school has a sister school here.

A-at firs you must have toefl score if you dont have try to get it.then if you want to get bechalor`s degree you must have a sat score and if you are a graduate student try to get GRE score.the scores i said depend on your university.during
B-as you are trying to get your scores find for a fit university on the sites i wrote above.remember that you must show financiqal proof as yor cost of attendance.it is equel to your university cost you must asl them for it.
