It is only necessary if you put the wrong address on something, or if the delivery address gets mangled somehow (machine, water smears it, etc)... and only if you really want it back if it's not delivered.

According to the post office web site, return addresses are required when you use "precanceled stamps", use Priority Mail, send a package, use "extra services" (insurance, certified mail, registered mail, and Delivery Confirmation), or have a "company permit imprint".
In the case of a regular letter that doesn't have a return address and is undeliverable, it will go to the "dead letter" office and eventually be destroyed.

Because not all mail does, there is some that doesn't, therefore, YES it IS necessary.
Sometimes it just may get lost, accidently, and you would hope that it would either get sent BACK to you if not to the intended recepient. Wouldn't you?
